NNDC Local Plan - Further Consultation now open

The Planning Inspector, Mr David Reed, issued a letter to the Council in July 2024 setting out his initial findings, following the public hearing sessions earlier in the year.

He concluded that ‘there is a clear way forward for the Plan’, subject to the Council addressing three main areas of concern that have to be addressed:

  1. Housing need and supply – considering options to provide additional dwellings over a Plan period of 2024-2040 in order to address an identified (in his view) shortfall of housing.
  2. Spatial strategy – considering a range of options to broaden the ‘Small Growth Villages’ element of the settlement hierarchy to allow for additional growth and opportunity for villages to grow and thrive.
  3. Evidence update – an updated Gypsy & Traveller Accommodation Needs Assessment to assess the latest need in line with best practice.

The result of these amendments, if approved, will be some additional 1000 houses built over the plan period for which sites must be found.  The key sites proposed are NW16 (Land of Mundesley Road in North Walsham, land at Clifton Park in Cromer, expansion of the site south of Cromer plus significant additional building in designated growth villages. North Walsham alone will be expected to provide the largest site for over 330 additional homes in addition to the 2200 already granted planning permission or designated for North Walsham West.
